HAARP — the High-frequency Active Auroral Research Program — is a high-power radio frequency transmission facility located in Gakona, Alaska, originally jointly funded by the US Air Force, the US Navy and DARPA. It transmits frequencies in the range of 2.8 to 10 MHz directly into the ionosphere and is capable of generating extremely low frequency signals — the very frequency range that interacts with biological systems and neurological processes.
Its European equivalent is EISCAT — the European Incoherent Scatter Scientific Association — operating its primary ionospheric heating facility in Ramfjordmoen, near Tromsø, Norway.
